This depends entirely on on what your definition of HR functionality really means. If it is the tracking of vacations time taken against allowed time or "violations" such as late-in and early-out or absent, then most T & A systems have some level of this available. However HR can cover the spectrum of "training" and "certification" tracking, health care and expand into an entire host of functionality not necessary "payroll" pay time related.
